We have assembled this handbook to help answer your questions about the daycare’s mission, programs and schedules, preschool, policies and procedures, and our expectations and your responsibilities as a parent/guardian.

REQUIREMENTS FOR ENROLLMENT:
Enrollment is required yearly and is open to children 3 years to 8 years old. The following forms are required PRIOR to your child beginning in our program:
Preschool Cut Age:
When a preschool class is at capacity, a cut date/age will go into effect. The cut date is September 1st. Therefore, in order to enter preschool, a child must be at least 3 years of age by September 1.
Center Capacity:
There can only be a maximum of 24 children at the Heppner Daycare center at one time. The Preschool class may not exceed 20 children.
Non-Cancellation Fees:
A non-cancellation fee of $20.00 will be charged to anyone not cancelling their child’s slot before their scheduled time (If your child is scheduled for a time you requested him/her to be in the center, without a phone call YOU WILL BE CHARGED the $20.00 non-cancellation fee.)
Invoices and Payments:
Invoices are completed on the 25th of every month. If your account is not paid in full by the 5th of each month you will incur a $20 late fee. Past due accounts will be refused childcare until the balance is brought current.
Personal checks or cash will be accepted as means of payment. If a personal check is returned for non-sufficient funds or any other reason, the issuer of the check will pay all costs associated with the check.
Refund Policy:
Heppner Day Care is a non-profit organization licensed by the State of Oregon. The center financially operates with program fees, fundraisers, and grants. Therefore, there will be absolutely NO REFUNDS.
Preschool Scholarships:
Scholarships for Preschool tuition are available depending upon funding. Amounts awarded are based upon income and need of the family. If your child(ren) is eligible for a scholarship we require parents to volunteer their time to the Center in one way or another (ex. participating in fundraising events, activity/classroom prep, or maintenance support around the Center). The amount of volunteer hours are based upon the scholarship awarded and must be completed according to your Scholarship Agreement Form or your scholarship will be discontinued.
The parent portion of tuition is due NO LATER than the 5th of the Month. If payment becomes an issue the scholarship will be discontinued.
Parent involvement is encourage and essential for the survival and success of our program. In order for Heppner Daycare to thrive, we need everyone to be engaged and committed to our mission. Together, we can offer your child the best early childhood experience. Ways to be involved:

WHAT TO BRING:
DAILY SCHEDULE:
Teachers will plan and implement a daily routine to offer consistency, feelings of safety, and variety of opportunities for learning, playing, and engaging. The day will consist of large groups, small groups, free play, outdoor play, meal times, rest time, and special activities (field trips, guest speakers, class parties, etc.)
REST TIME:
A 30-minute rest/quiet time will be offered in the afternoon. Any child who does not sleep will be provided with an alternative quiet activity while others are sleeping.
OUTDOOR PLAY:
The children will spend time EACH DAY outdoors (amount of time per day will vary depending on the weather). Please dress your child appropriately for the weather. If a child is too ill to go outside, then he or she is most likely too ill to attend school (see Exclusion Policy for more information about illness).
MEAL TIMES:
The Heppner Day Care participates in the Child and Adult Care Food Program (CACFP) to ensure nutritious foods are served daily.

FIELD TRIPS:
Walking Field Trips throughout the neighborhood will be planned throughout the year. In order for your child to participate in Field Trips, a Consent Form will need to be signed. During the Field Trip, Emergency information will be carried with the staff along with a First Aid kit.

POSITIVE GUIDEANCE AND DISCIPLINE
Social and emotional development are important goals at Heppner Day Care, Inc. Children are encouraged to get along with other children, show respect to adults and peers, and learn to problem solve.
Positive guidance is an integral part of our program. Respect is the basis of the guidance and discipline policy. Clearly stated consistent limits are defined and a regular routine is established to provide security. The staff models self-regulation, conflict resolution and problem solving, and each child is encouraged and supported to develop these skills. Each child’s level of development is considered when implementing guidance techniques.

GUIDELINES FOR KEEPING YOUR CHILD OUT OF SCHOOL

Your child should not attend school if he or she has the following symptoms and/or diseases. You will be notified if your child develops these symptoms and you will be responsible for picking up the child within a 20 minute time frame. Our goal is to provide a healthy and safe learning environment and when all families follow policy it helps keep everybody’s family healthier.

Emergencies and Medications
MEDICAL EMERGENCIES:
Staff are trained in First Aid and CPR. An Accident Report will be completed for anything requiring more than a little TLC. The completed report will be reviewed with the parent, the parent will be required to sign, then given a copy, and a second copy will be placed in the child’s file. Parent may be called at time of incident if staff deem necessary. In life-threatening situations staff will begin First Aid and call 911.
MEDICATION:
If your child requires medication to be administered during school hours a Medical Form will need to be completed prior to it being onsite. Child MUST have had at least one dose of any new medications 24 hours prior to staff administrating medication at the Center.
EMERGENCY PLANS:
In the event of a fire, flood, earthquake, catastrophic event or lockdown the safety of the children is the first concern. In the event of emergency situations parents will be called to pick up their child when it’s safe, which may include an off-site safe location.
Two Emergency drills will be practiced monthly and documented.

CHILD ABUSE AND NEGLECT:
ALL staff at the Heppner Day Care are mandatory reporters. It is required by Oregon state law for staff to report any suspected child abuse or neglect to Child Services Division of Children and Families or to a law enforcement agency.
DONATIONS & FUND-RAISING:
In order to help keep fees down and raise operating dollars, Heppner Day Care, Inc. actively solicits donations from its memberships and from the business community. We gladly accept in-kind donations ranging from household supplies to materials for use in the classroom and program.
VOLUNTEER OPPORTUNITIES AND PARENT INVOLEMENT:
Heppner Day Care, Inc. recognizes the tremendous contributions made by its volunteers. Whether working with the children or helping with special events, there are a number of avenues for participation: Field Trips, classroom time, activity prep, center maintenance, and fund raising activities to name a few.
Parents are responsible for the transportation of their child to and from the Center. The Heppner Day Care will do our best to work with Parents, the school, and Mid-Columbia Bus Company to arrange drop off at the Center for school age children. (Heppner Day Care staff will not be going off site to pick up children to bring them to the center)

- The Center is CLOSED on the following Holidays and Days: Ney Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Fourth of July, Labor Day, Veteran’s Day, Thanksgiving Day and the day after, Christmas Eve day, Christmas Day and the day after.
- We are not responsible for your child/ren before or after your scheduled childcare time.
- We are a Licensed Center and our hours of operation are 7:00 am – 5:30 pm. We are required per our License to call Children Service Division for any child not picked up by 5:30.
- Late Pick up Fee: $5.00 per child per each 5 minutes after 5:30 pm.

- Immunization Record (The State of Oregon requires that we keep up-to-date immunizations records on each child enrolled. Please remember to let staff know when your child receives an immunization shot so our records remain up-to-date and your child is not excluded from attending school.)

- Donate needed supplies-crafts, pencils, glue, paper (ask your child’s teacher)
- Volunteer to weed, paint, sweep sidewalks, plant flowers, etc.

ARRIVAL AND DEPARTURE PROCEDURES:
- ARRIVAL: When dropping off your child for care, parent/caregiver is required to sign the child in on their sign in/out form; noting Date, Time In, and Parent/Caregiver Signature.
- Departure: When picking up your child it is imperative that you ensure a staff member knows and then sign your child out on the sign in/out form; noting Time Out, and Parent/Caregiver Initials.
- When someone else other than the parent is picking up your child they must be on your emergency contact form. For your child’s protection anyone that the staff does not recognize will be required to show identification.
- If someone not listed on the child’s emergency forms need to pick up the child the parent needs to contact the center prior to pick up time.
- Children will not be released to a sibling under the age of 11 years, unless a written note is signed and dated by parent.
WHAT TO BRING:
- Preschool is often a time of messy, exploring play so please ensure your child is wearing something you are comfortable with them getting a little “dirty” in
- We will be outside often and possibly go on walking field trips so ensure your child is wearing appropriate shoes
- A change of clothing; can be kept in a cubbie or in a backpack.
- We ask that children NOT bring toys from home, UNLESS it’s a soft toy/comfort toy for quiet time. Soft toys/blankets for quiet time are only allowed during quiet time.

- Breakfast, lunch, and snacks are offered daily
- Meals are served family style
- All meals are prepared in our kitchen on-site
- Monthly menus are posted
- NO Food can be stored in children’s cubbies and outside food is not allowed, unless it’s for a special occasion (ex. Birthdays, holiday parties)
- School Age children’s lunch boxes are to remain in the backpack or cubbie while at the Center. An after-school snack will be provided by the Center.
- Substitutions to the standard meal may be made to accommodate children with disabilities or with dietary restrictions. A Medical Statement for Food Substitutions form is required for any child requiring food substitutions and may require a signature from the child’s doctor.

- BIRTHDAYS: We are happy to celebrate your child’s birthday at the Center. Food brought in has to be commercially prepared and only water, milk, or 100% fruit juice can be offered.
- HOLIDAY PARTIES: Holiday parties are held for Halloween, Christmas, and Valentine’s Day and are planned in coordination with the Teacher and Parents. If a parent is volunteering for a class party they must have completed their criminal background check through the state. Younger siblings will not be allowed to attend Holiday parties.

Your child should not attend school if he or she has the following symptoms and/or diseases. - Fever over 100 degrees (by armpit/forehead temperature)
- Returning when temperature is less than 99 degree consistently for a FULL 24 hrs. without medication
- Vomiting and/or diarrhea (abnormally loose/watery stool)
- Returning 48 hrs. since last symptom/incident
- Red eyes with yellow or green discharge
- Returning 48 hrs. after initiation of antibiotic
- Thick yellow or green nasal discharge with fever or behavior changes
- Returning 48 hrs. or with written documentation that child is not contagious from a health care provider
- Persistent Cough or cough that gets worse over time
- Returning 48 hrs. or with written documentation that child is not contagious from a health care provider
- Unusual spots/rashes or infected skin patches (crusty/bright yellow/gummy)
- Returning 48 hrs. or with written documentation that child is not contagious from a health care provider
- Head Lice –Child will be out of the Center for MINIMUM OF 2 DAYS, NO EXCEPTIONS
- Returning a minimum of 48 hrs. after treatment of Head Lice
- Behavior indicating that he or she is not well: cranky, less active than normal, stiff neck or headache along with another above symptom; difficult breathing or abnormal wheezing; or complaints of severe pain
- Returning 48 hrs. after last symptom

- Staff will guide themselves and the children out following one of the posted emergency exit routes
- Staff will take the Emergency Bag, which contains emergency contacts for each child and a first aid kit.
- In case of a FIRE, children will be taken to the Bank of Eastern Oregon parking lot, or alternative route to the front of the Catholic Church, or alternate location as directed by emergency officials
- In case of a FLOOD, children will be taken to the Morrow County Court House, or alternative route to Columbia Basin CO-OP Building, or alternate location as directed by emergency officials
- Children will shelter in place until instructed by local authorities to evacuate. Parents will be called to pick up their child from a safe location once evacuated.

In order to help keep fees down and raise operating dollars, Heppner Day Care, Inc. actively solicits donations from its memberships and from the business community. We gladly accept in-kind donations ranging from household supplies to materials for use in the classroom and program.
VOLUNTEER OPPORTUNITIES AND PARENT INVOLEMENT:
Heppner Day Care, Inc. recognizes the tremendous contributions made by its volunteers. Whether working with the children or helping with special events, there are a number of avenues for participation: Field Trips, classroom time, activity prep, center maintenance, and fund raising activities to name a few.
- Our Center License requires that a Criminal Background Check be completed with the Child Care Office for anyone who plans on Volunteering with children. Background check must be completed/approved PRIOR to volunteering with children. NO EXCEPTIONS
- Volunteers are never left alone with children
- All Volunteers must sign in and out on the Volunteer Log, which includes the Date, Time In and Out, and Reason for Volunteering.
Parents are responsible for the transportation of their child to and from the Center. The Heppner Day Care will do our best to work with Parents, the school, and Mid-Columbia Bus Company to arrange drop off at the Center for school age children. (Heppner Day Care staff will not be going off site to pick up children to bring them to the center)
